I have never heard about anyone complaining about music being on while racing in a racing game because it gets in the way of the driving. They said they chose not to add it because it distracts people from competitive, serious racing and Im like.
Developers have said some weird things to justify why something was removed or plainly cut, and sometimes it makes sense, but what are the excuses you just dont buy? To me, the most recent one is Turn 10's explanation of why the new Forza Motorsport has no in-game music.
